Pursuant to the Act of the Slovak National Council no. 369 Coll.
The municipal council is a representative body of the municipality composed of deputies elected in direct elections by the inhabitants of the municipality. Electoral rules are regulated by a special regulation.
The term of office of the municipal council ends with the taking of the oath of the members of the newly elected municipal council for four years. The function of a deputy of the municipal council is incompatible with the function of the mayor of the municipality, with the function of an employee of the professional apparatus of the municipality to which body he is to be elected, or other functions if a special law so provides.
The number of members of the municipal council shall be determined by the municipal council in the range from 9 to 60; in the case of a municipality with a population of less than 40, at least five members of the municipal council are required.
The municipal council decides on the basic issues of the life of the municipality, in particular it is reserved to determine the principles of management and disposal of municipal property and state property temporarily left to the management of the municipality, approve the most important acts related to this property and control its management, approve the municipality budget and its changes, control its drawing and approve the account, approve the zoning plan of the municipality or its parts and development concepts of individual areas of the municipality, decide on the introduction and abolition of local tax or local fee according to special regulations, if it is decided to leave the decision to vote § 11a paragraph 1 letter b) and except if the introduction and abolition of local tax or local fee was decided on the basis of a petition by voting of the inhabitants of the municipality according to § 11a paragraph 1 letter c), e) determine the requirements of the local tax or local fee and public benefit and decide on the acceptance of credit or loan, f) announce the voting of the inhabitants of the municipality on the most important issues of life and development of the municipality and convene public meetings of citizens, g) pass regulations, h ) determine the organization of the municipal office and determine the salary of the mayor and the chief inspector, ch) approve the rules of remuneration of municipal employees, as well as other regulations (rules of procedure, rules of procedure, organizational rules, etc.), i) establish, establish and control municipal enterprises and budget and contributory organizations and appoint their leaders (directors), j) approve the pooling of municipal funds and activities and participation in associations, as well as the establishment of a joint regional or interest fund, k) establish bodies necessary for municipal self-government and determine the scope of their work, l) grant honorary citizenship of the village, general honors and awards.
